CANTERBURY AND DISTRICT ANGLING ASSOCIATION Rules. (Revision 45)
1. Name: The Association is called the “Canterbury and District Angling Association”.
2. Objects: The objects of the Association are to protect and improve the angling amenities of the waters of the Association and to encourage freshwater angling generally.
3. Trustees:
a) There shall be not less than two nor more than six Trustees of the Association elected by the Committee.
b) The Trustees shall hold office until death or resignation, or until removed from office by a resolution of the Committee.
c) All property of the Association (except cash, which shall be under the control of the Hon. Treasurer) including leases and fishing leases shall be vested in the Trustees to be dealt with by them as the Committee shall from time to time by resolution direct.
d) The Trustees shall be indemnified out of the assets of the Association against any risk or expense incurred by them in pursuance of their office.
4. Membership:
a) Admission to membership shall be by election of the Committee who may refuse any application without stating a reason. All new members join on the strict understanding that their first year is a probationary year.
b) Every candidate elected to membership shall be notified of their election by the Hon. Secretary and upon paying the entrance fee and the first annual subscription (which shall be paid within three weeks of the said notification or the election shall be void), shall be a member of the Association and shall be deemed to have agreed to be bound by the Rules and Bye-Laws of the Association.
5. Ordinary Membership: Ordinary (local) membership shall be restricted to persons residing within the post code areas CT1 to CT21 inclusive, ME13 and TN25.
6. Non-Voting Membership: Non-voting membership is available to persons living outside the boundary line as defined in Rule 5 and the number shall be restricted to a maximum of 500.
7. Membership Card: A Membership/Identity Card is issued annually as proof of current season’s membership. The card must be carried whenever fishing Association waters and shown to any official or member on request.
8. Paid-up Member: A paid up member is entitled to fish the Association’s waters and to partake in all the activities of the Association.
9. Honorary Membership: Honorary members may be elected by the Committee for outstanding services rendered to the Association.
10. Annual Subscription:
a) The annual subscription shall cover the year from the 1st April to the 31st March following. Reduced subscriptions shall be allowed to members less than 18 years of age and of, or over state pension age, or disabled with certification on the date of payment.
b) No member shall be allowed to fish until their current year’s subscription is paid.
c) Members may rejoin the Association at any time during the membership period. (Rule10 b) particularly applies to these members, they may not fish until they hold a valid membership card. If members fail to renew their membership during the membership period they shall be deemed to have forfeited their membership, except as provided in case of deferred members.
11. Subscriptions:
a) Ordinary and non-voting Members. The entrance fee and annual subscription will be fixed by the Committee each year and notified to all members.
b) Deferred membership. A retaining fee is payable in advance for deferred membership. Full membership shall be restored on payment of the current subscription.
c) Junior member, two categories:- i) Children under 12 years of age free membership. Children when fishing must be accompanied by an adult, fully paid up member of the Association. ii) Junior member (12-18 years of age). Entrance fee and annual subscription to be fixed by the Committee each year.
d) State Pensioner membership, offered to those of state retirement age or over, couples must both be of state retirement age or over.
e) Disabled membership (blue badge holders, EA disabled licence holders, DLA or PIP recipients) is available on production of; the blue badge, EA disabled licence, DLA or PIP confirmation. If anyone believes that they are disabled, but does not have one of documents/badges specified, then their case will be looked at individually by the Committee. f) All members must be in possession of the appropriate Environment Agency Rod Licence(s) before visiting any Association waters.
12. Partners and children:
a) Partners of members and their children under the age of 18 shall be admitted without payment of an entrance fee.
b) Where a parent is a fully paid up member, if more than one of that parents children are junior members, then a family membership would apply, that is with a 10% reduction for the whole family.
13. Forfeiture of membership: At the Committee’s discretion any member found acting against the interests of the Association may be expelled from membership.
14. Management: The management of the Association shall be vested in the Committee.
15. Officers: A President, Vice Presidents, Honorary Secretary and Honorary Treasurer shall be elected annually at the Annual General Meeting of the Association, after being proposed and seconded and indicating their consent, and shall be ex officio members (excepting Vice Presidents) of the Committee.
16. Committee:
a) The Committee shall consist of the President, Hon. Secretary, Hon. Treasurer and not less than eight or more than twelve ordinary members elected at an Annual General Meeting. The Committee shall have the power to appoint additional officials at their discretion.
b) At the Annual General Meeting each year, three of the ordinary members of the Committee being those longest on the Committee since last re-election, shall retire from office. They shall be eligible for re-election when every ordinary member attending the meeting shall vote for as many candidates as there are vacancies to be filled. In the case of two or more candidates receiving an equal number of votes, the Chairman of the meeting shall have a second or casting vote. Nominations for officers and vacancies on the committee, proposed and seconded by ordinary members, must reach the Hon. Secretary by the 31st March.
c) The Committee shall have the power to fill any casual vacancy on the Committee and any member so appointed shall retire at the next Annual General Meeting, (in addition to the three ordinary members of the Committee retiring under Rule 16(b) but shall be eligible for re-election).
d) The Committee shall meet in at least ten months of each year to examine the accounts and arrange the affairs of the Association, and minutes shall be taken of every meeting, proposed and seconded. A quorum shall be five.
e) The Chairman, Vice Chairman, Competition Secretary (and Assistant Competition Secretary if required) shall be elected annually by the Committee at their first meeting following the AGM.
17. Annual General Meetings: The Annual General Meetings of the Association shall be held between the 1st April and the 15th June each year to receive a report from the secretary on the year, to receive and approve the Audited accounts and the Annual balance sheet, to appoint officers and auditors, to fill vacancies on the Committee, and to decide on any resolutions submitted by the Committee or under Rule 19(b).
18. Special General Meeting: A Special General Meeting may be held at any time that the Committee shall determine and the Committee shall call a Special General Meeting upon the requisition in writing of any 20 paid-up ordinary members for the purpose stated in the requisition. The Committee shall have the right to convene a meeting between the 20 members requesting a Special General Meeting and Committee. Failure of the 20 members to attend the meeting shall render the requisition void. Failure to resolve the matter at that meeting and, unless the Committee determined the purpose to be frivolous a Special General Meeting shall be called within 40 days.
19. Notices of General Meeting and Resolutions:
a) Notice of the date, time and place of any General Meeting and agenda of the business to be conducted thereat shall be sent to each ordinary member of the Association at his last known address at least seven days before the date of the meeting.
b) Notice of any resolution (unless recommended by the Committee) to be moved at an Annual General Meeting, shall be submitted to the Hon. Secretary by the 1st April and signed by the proposer and seconder. Any such resolution, unless withdrawn, shall be included in the business of the meeting.
c) Accidental omission to give notice to or non receipt of notice, by any ordinary member under paragraphs (a) and (b) of this rule shall not invalidate any of the proceedings of the meeting.
20. Proceedings at General Meetings:
a) Twenty paid up ordinary members having power to vote shall form a quorum at any General Meeting. At the Annual General Meeting paid up ordinary members of the preceding season are entitled to vote.
b) At every General Meeting the President or, in his absence, a member elected by the members present, shall take the chair. The Chairman and members present shall be entitled to vote and in the event of an equality of votes the Chairman shall have a second or casting vote. Voting shall be by ballot or as otherwise directed by the Chairman.
c) Except as otherwise provided by these rules a majority vote of ordinary members present and voting shall carry any motion or resolution, save that no rule of the Association may be made, repealed or amended on a vote of less than two-thirds of the ordinary members present and voting.
21. Interpretation: The Committee shall be the sole authority for the interpretation of the Association rules and bye-laws, and the decision of the Committee upon any question or interpretation or any matter affecting the Association not provided for by the Rules and Bye-laws shall be final and binding upon members.
22. Accounts: The Hon. Treasurer shall report to the Committee with the Bank statement at the monthly meetings, the cheques and withdrawals from the Bank and Investment Accounts shall require the authority of two or not more than four nominees of the Committee.
23. Bye-laws and Section Rules: The Committee shall have power to make Bye-laws for the proper working of the Association. Bye-laws shall be printed in the Members Book of Rules and Bye-laws or otherwise notified. The Committee shall also have power to make Bye-laws for the Fly Fishing Section and these will be notified to the Fly Fishing Section only.
24. Amendment of Bye-laws: Bye-laws may be altered by the members at any General Meeting as provided in Rules 18 and 19(b) such alterations shall require a two-thirds majority of those ordinary members present and voting.
25. Winding up of Association.
a) If the Committee shall decide that the Association should be wound up then the Committee shall call a Special General Meeting of which not less than 28 days notice shall be given (notwithstanding the provisions of Rule 19(a)). If that Special General Meeting shall by a majority of not less than two thirds of the ordinary members present and voting vote for the winding up of the Association then the Association shall be wound up and its affairs settled by the date six months after the date of that vote.
b) The winding up shall be under the control of and in such manner as shall be determined by the Committee.
c) The Committee shall – either at the meeting called under sub-rule (a) of this Rule or at another Special General Meeting called for the purpose – report to the members the likely surplus or profit at the finalisation of the winding up. If the meeting shall by a majority of not less than two thirds of the ordinary 9 members present and voting vote to give the whole or any part of such profit or surplus to another non-profit making club or association or body having any similar objects to any of those of the Association then the Committee shall give effect to such a vote. Except so far as any profit or surplus is thus given all profits and surpluses of the Association shall be distributed in equal shares among all paid-up ordinary members and all honorary members in each case at the date of the meeting held under Rule 25(a). d) If at the expiry of the said period of six months (or such later date as the Committee shall determine) the Committee (having made proper and reasonable enquiry) shall have been unable to ascertain the identity or address of any member entitled to any payment under Rule 25(c), then the Committee shall at its sole discretion make such payment either to any such club, association or body as is referred to in Rule 25(c) or divide the same equally between those members described in that Rule whose identities and addresses are known.
26. Distributions Generally. Except as provided for by Rule 25 no profit or surplus of the Association may be paid or distributed otherwise than either (a) to another non-profit making club, association or body or (b) on dissolution of the Association to its members.
10 CANTERBURY AND DISTRICT ANGLING ASSOCIATION BYELAWS.
1. Fishing Seasons Game fishing: Migratory Trout and Salmon – 1st May to 29th October. Brown Trout – 3rd April to 31st October. Rainbow Trout – All year. Coarse fishing: Littlebourne, Minster, and Stonar Lakes: All year fishing. Pike – River: 1st October to 14th March. Lakes: 1st November to 14th March. Fordwich Lakes: 8pm 15th June to 8pm 14th March. River: 16th June to 14th March. All dates are inclusive.
2. Limitations: No fish are to be removed from or introduced to Association waters or moved between waters without the prior consent of the Committee. To do so is an offence and will result in loss of membership.
3. Waters. a) Waters reserved for the exclusive use of the Fly Fishing Section: River Stour, White Mill Pool to Fordwich Bridge and Black Mill Pool to Fordwich Bridge. Subject also to Fly Section byelaws. b) Members may fish the River from Fordwich car park to Plucks Gutter for Brown Trout from 3rd April to 31st October with artificial fly only. All Trout must be returned. c) The Trout Pool is stocked with Trout and fishing is by artificial fly only. Fishing is available to all members by purchasing in advance a permit, the price of such permit to be fixed by the Committee. Byelaws governing the water are available from Headquarters and issued with each permit. Limitation – The number of trout that can be taken is shown on the ticket. d) Waters available for coarse fishing: River Stour downstream from Fordwich Bridge, north bank until Fordwich Lake car park, then both banks to the site of the old Bailey bridge (see note in byelaw 3b above). River Stour, both banks, from the site of the Bailey bridge downstream to Plucks Gutter. Little Stour, north bank between Blue Bridge and Plucks Gutter. Fordwich Lake. Trenley Lake. Stour Lake. Stonar Lake. Minster Lakes (Jade and Brook Lakes). Littlebourne Lakes (Birch, Pump House and Bramble Lakes). Grove Lake. Fishing in Fordwich Lake is restricted to local members only.
4. Visiting Groups and Clubs. Visitor tickets are available to outside groups or clubs wishing to fish matches on the River Stour. Such visitors can only fish designated sections of water and cannot displace members fishing when they arrive. Pre-booking only with deposit through Headquarters.
4a. Guest Tickets. Adult members can purchase up to 4 Guest Tickets per season, not more than 2 per day, at a cost of £10 per adult and £5 per junior. Day tickets for juniors under 12 years free. The member must purchase these 7 days in advance. Guests must live outside the local postal code area (CT1-CT21 incl. ME13 and TN25), and fish next to the member who will be responsible for the guest conforming to the bye–laws. Guest tickets are not available for Fordwich Lake or the Fly Section. Guest tickets are available for the trout pool on payment of the additional fee.
5. Competitions are arranged at the discretion of the Committee.
6. Only specifically designed green angler’s bivvies may be used. No tents may be erected on any of the Fisheries. Bivvies must not encroach onto pathways or tracks.
7. No fires are allowed on any Fisheries. Anglers must not create excessive light or noise whilst fishing Association waters.
8. Carp Fishing:
a) All carp must be returned to the water as soon as possible after weighing and witnessing and may only be retained in a carp sack for these purposes for a maximum period of thirty minutes. No keepnets are to be used for carp in any circumstances.
b) Bent hook rigs are not permitted.
c) Anglers are not permitted to be absent from their peg/swim for more than 2 hours. Anglers found to be away from their swim for more than 2 hours will forfeit that swim at the discretion of the venue bailiff.
d) If carp anglers share a double swim a maximum of 2 rods per angler will be permitted.
e) No tapered main line.
f) No Plastic baits such as fake corn etc, due to when a rig gets lost it will continue to fish. Foam on zigs are exempt.
9. Care of Fish.
a) Only knotless keep nets and knotless landing nets may be used for fishing on Association waters. Keepnets must be a minimum of 3m in length and a minimum of 45cm x 35cm in cross section if rectangular, or a minimum of 45cm in diameter if circular. Only keepnets with “fish safe bottom” sections are acceptable.
b) Unhooking mats must be visible on the bank ready to use, these mats must be specialist unhooking mats of a suitable size and must be used when any fish is held out of the water. Anglers must carry a fish care kit i.e. Clinique to treat any damage. No fish to be retained for more than 30 minutes for photos etc.
c) Landing nets must be used to assist the landing of fish over 6”/150mm. e) Any method of fishing that is likely to damage or endanger the fish is unacceptable. (Warnings will be given by bailiffs who will advise on unacceptable tackle).
10. Retention of Fish:
a) Fish, with the exception of those listed in 10b below may only be kept in keep nets for a maximum of 12 hours b) Carp, Pike, Barbel and Grayling must not be retained in keep nets.
11. Pike Fishing Tackle
a) Suitable tackle for pike Rod minimum 2lb test curve, line minimum 15lbs BS. Wire traces of a minimum length of 18” and BS of no less than 20lb must be used (traces should be inspected for damage). Treble hooks, barbless or partially debarbed maximum size 4.
b) Suitable size landing net 35” across the arms (triangular), 30”diameter (circular), large and small artery forceps and wire cutters.
c) Audio/visual bite detection capable of showing runs or drop back bites immediately the pike picks up the bait.
d) Live baits not more than 6” in length may be used, lip hooked using one treble hook only. Live bait must be caught from the water in which they are to be used and must be returned at the end of the days fishing, having been retained for no more than 12 hours.
e) Night fishing for pike is not permitted on any Association waters.
f) A large weigh sling must be used when weighing pike.
12. General Conduct
a) The Committee reserves the right to close sections of the river orlakes to members.
b) It is the responsibility of members to see that there is no litter in the swim in which they are fishing. Members found with litter in their swim are liable to have their membership withdrawn.
c) Audio/visual equipment must not be played to the disturbance of others
d) Membership cards must be available for inspection by Association Bailiffs at all times. Association Bailiffs reserve the right to inspect tackle and bait used and members must comply with any such request.
e) No swimming or boating is permitted on any Association fishery.
f) All access gates must be closed and locked upon entry or exit at all times.
g) Dogs must be kept under control at all times and must not be allowed to wander freely outside of the area being fished.
13. Vehicle Access.
a) Vehicles must be left in designated car parks with stickers displayed. Members using Association car parks and access roads do so at their own risk.
b) Bicycles must not be ridden on any part of the Fordwich Lake complex.
c) Vehicles must not exceed 5mph on access roads.
14. Access to the Lakes/River on the south bank at Fordwich is via Fordwich Lake car park only. 15. All firearms, weapons or instruments used for discharging missiles with the exception of bait throwers and catapults are prohibited on all Association Waters unless authorised by the Committee. Boilie launchers using compression and bait boats are forbidden.
16. Fishery Restrictions:
a) Fishing is allowed only at the numbered swims between the boats on the north bank at Grove Ferry and adjacent to “Riverscroft” on the south bank and only from 1st October to 14th March. b) Junior members must when night fishing be accompanied by a fully paid up 14 adult member (a person over 18 years of age). The person supervising must be in the same or adjacent swim. The hours to determine night fishing are sunset to sunrise. Juniors are restricted to the use of 2 rods.
c) No Trout or Halibut derived baits of any type including soft and hard pellets may be used as hook baits or for loose feeding on any Association Lake. Ground bait is permitted at Littlebourne lakes to maximum of 2kg per day per angler Barbless or flattened barb hooks only to be used on Littlebourne and Minster Lakes. A maximum ledger weight of ½ oz is allowed on the Littlebourne and Minster Lakes. Anglers are restricted to a maximum of 7 days fishing in any 10 days on Stonar and Fordwich. Anglers are restricted to a maximum of 48 hours fishing in any 72 hours on Littlebourne and Minster.
d) For coarse fishing a maximum of 2 rods may be used providing they are both within arm’s reach of the angler. Unattended rods must be withdrawn from the water. A third rod is allowed for an additional charge of 50% of the full membership rate. A marker rod counts as one of the rods being used.
e) Members may not occupy swims on Association Waters more than 5 hours before the start of the season, with the exception of members who have attended at least four working parties during the preceding close season, who may move into swims 12 hours before the commencement of the season.
f) Boat moorings. Members must not fish from or over moored boats nor must they move boats nor interfere with mooring lines other than with their own boats.
g) No rods or fishing tackle are to be taken on to the Fordwich Lakes or River for any reason during the relevant close seasons.
h) Members are asked to record the details of their catch on a specimen slip (supplied), this will help determine the stock present in the lake and will allow the Committee to judge future stocking policy.
i) Motor assisted barrows must be hand held, pulled or pushed only. No ride on devices are permitted. Mobility scooters may be used by disabled blue badge holders only.
j) No soiling of any kind is permitted on Association waters. You must use the toilets Provided.
k) Bio – security; All nets, mats and slings must be dipped in the chemical dip tanks provided for the minimum time stated. You will lose your membership if you do not adhere to this rule.
BYE-LAW REVIEW FOR LITTLEBOURNE AND MINSTER LAKES
1. Bent Hook Rigs ARE NOT permitted.
2. Landing Nets MUST be used to assist the landing of all fish over 6”- 150mm. Minimum size landing net must be 24” or 600mm. Unhooking mats MUST be used at all times.
3. Keepnets ARE NOT ALLOWED. All fish MUST be returned to the water as soon as possible.
4. Vehicles MUST be left in recognised car parks or designated areas with current membership parking sticker displayed.
5. NO boilies, nuts, oily pellets ie trout and halibut pellets etc to be used as loose feed or free offerings. Boilies, pop-ups and wafters are only allowed as hookbaits.
6. Ground bait is only allowed in a feeder, potting in by pole cup, via pva bag or trickle feeding by hand. STRICTLY NO SPOD OR SPOMB.
7. BARBLESS hooks only to be used.
8. Anglers are restricted to 48 HOURS continuous fishing in any 72 HOUR PERIOD.
9. A Maximum of two rods can be used. They must be within easy reach of the angler. A marker rod counts as one of the rods being used. UNATTENDED rods must be withdrawn from the water.
10. Tackle used when fishing the lakes must be lightweight outfits. Maximum test curve rod 2.5lbs. Maximum breaking strain line 12lbs. Maximum weight size 2oz.
11. Bramble Lake STRICTLY Float Fishing Only. No Polaris floats, No Float Ledgering. Surface fishing is Permitted. No Night Fishing. Night fishing is defined as 1 hour after sunset to 1 hour before sunrise.
11a Bramble, Pump and Birch lakes will each be closed in turn for one month to rest the waters and to facilitate maintenance. Details of the closures will be posted on site.
12. NEW – No casting beyond halfway, on any lake except Pumphouse Lake. At all times do not affect anglers fishing on the opposite bank.
13. The toilet provided must be used and kept in a clean and acceptable condition.
14. All fish are to be returned to the water safely.
15. Bio-Security; All Nets, Mats and Slings must be dipped in the Chemical Dip tanks provided, for the minimum time stated on all lakes. Nets, Mats, Slings are also to be bone dry via sunlight/air dried before dipping.
BYE-LAW REVIEW FOR STONAR, FORDWICH, STOUR & TRENLEY LAKES.

3. NO Trout or Halibut derived baits of any type may be used at any time.
4. Anglers are restricted to a Maximum of 7 DAYS FISHING IN ANY 10 DAYS.
5. Vehicles must be left in the designated car parks with CDAA Membership Sticker clearly displayed. Members using Association car parks and roads do so at their own risk.
6. For Coarse Fishing a maximum of 2 Rods may be used providing they are both within easy reach of the Angler. Unattended Rods must be withdrawn from the Water. A Third Rod is allowed for an additional charge of 50% of the full membership rate. A Marker Rod counts as one of the Rods being used.
7. No Rods or Fishing Tackle can be taken on to the Fordwich Lakes or River during the relevant close season.
8. The toilets supplied must be used and kept in an acceptable condition.
9. All fish are to be returned to the Water Safely.
10. Bio-Security; All Nets, Mats and Slings must be dipped in the Chemical Dip tanks provided, for the minimum time stated on all lakes.
